Scott Ostlehoff (played by Steve Makaj) was a Syndicate operative and an employee at the Defense Advanced Research Projects Agency.

Ostlehoff was ordered to spy on Fox Mulder in 1997. He took the room above his apartment and spied using a hole in the ceiling. (TXF: "Redux")

Ostlehoff, with cooperation from Babcock, traveled to the Yukon to kill anyone who had seen the extraterrestrial biological entity, including Rolston, the guide. He found Babcock and gave him a wound as well, though one he could easily recover from to keep up the ruse. He left for Washington, D.C. and followed Mulder and Arlinksy to a warehouse where they started their study of the body. When it was clear Mulder was convinced and left, Ostlehoff entered and killed Arlinksy and, to Babcock's surprise, Babcock. (TXF: "Gethsemane")

Ostlehoff was watching Mulder when he got a call from Michael Kritschgau, who tipped him off about the spying. Mulder then looked up and immediately headed for Ostlehoff's apartment. Mulder confronted Ostlehoff, who was burning evidence. Ostlehoff used Mulder's putting out the flame as a distraction to go for his gun, but Mulder still killed him. Realizing he had an opportunity to possibly obtain a cure for Scully's cancer, Mulder shot Ostlefhoff in the face with his own shotgun, erasing his identity, which allowed Mulder to fake his own death. Mulder used Ostlehoff's level-4 security clearance to gain entrance to the DARPA facility and ultimately a secret storage facility beneath the Pentagon. (TXF: "Redux II")
