Senator Romine served in the US Senate in 1996.

In that year, he was the chairman for a hearing on the investigation of a man killed outside Walter Skinner's apartment. Albert Sorenson was also on the committee. Dana Scully spoke first, and deflected questions on Fox Mulder's whereabouts from Sorenson. Romine tried to keep Scully on point, but had to recess when she refused to answer.

The next day, Romine had to recess again when Scully presented significant evidence and Mulder finally arrived, bringing the other questions around the diplomatic pouch and the killed men into focus. (TXF: "Terma")
