Charlie was an employee at the Newark County sewage processing plant in Newark, New Jersey. His boss Ray joked that some of the tunnels were as old as he was. When FBI Agent Fox Mulder visited the plant, Charlie went outside to smoke a cigarette, where he saw the Flukeman in one of the processing pools used by the plant. Thinking quickly, he backflushed the system, trapping the creature inside of a pipe so that it could be captured.
