Avatar had a file in the FBI, presumably made during his 1979-1986 kill streak
Avatar later resumed in 1997, using the internet to host his killings, streaming them. He was investigated by Frank Black and the Millennium Group. He was killing people when the web counter reached a number, which was either an IP address or coordinates.
Black tried to stop one of the killings by making a duplicate stream. However, Avatar killed his victim without the web count reaching the goal
Two of the numbers were coordinates to a theater in San Francisco, with one of the feeds leading to a mobile home. However, this was a trap as the home was rigged with a shotgun that killed one of the officers and after that, the mobile home blew up, presumably killing Avatar.
The theater held one of Avatar's victims, who had a gun tied to her arm to fool Black into shooting her. It is believed that the mobile home actually contained one of Avatar's victims, and that Avatar escaped again
